    Suppose there is a virus-containing software that can modify system files if installed on an administrator account. But if I install it on a standard account and UAC requires installation to an administrator account, can it fix the system files?
    If possible, it is no longer protected. because users do not know in advance which software will contain the virus

    Settings can't be opened using the built-in administrator account


    Hello,
    Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
    I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
    I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
    Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
    I can access settings in Safe Mode but this will not allow me to create a new account.
    Any help/suggestions will be greatly appreciated.

    Thank you for your reply. Are you saying that even though when I go to user accounts in control panel that if I am the only user account and I am listed as "Administrator" that somehow that listed account for me does not have "Administrator" capabilities?
    Why wouldn't user accounts in control panel recognize there is a problem and display a problem?

    Also, while your steps seem to be well organized, I am not comfortable using the old "C" prompts and typing commands. It is RARELY as straightforward as the directions make it seem. If something goes wrong, I will have no clue what to do or what commands
    to get back to regular, friendly, user interface. Is there a way to create another Administrator account without using "C" prompts and typing commands?

    I don't understand about booting into safe mode. I know my computer has done it automatically a few times as it walked me through uninstalling and installing programs but I would not have the understanding to command the computer to boot in safe mode and
    then know how to tell it to restart from a safe mode and boot into regular operating mode.

    If system infected with malware/virus, Why wouldn't two different virus programs find such an infection if a malware/virus infection occurred?

    Refresh PC? System failures? Wouldn't there be a notice of a system failure? Why wouldn't microsoft offer updates to everyone's systems to look for and account for such important system failures? When I saw the screen flashes concerning account administrator
    and the screen flash box telling me that I did not have administrator privilege I did nothing and the screen went away and the uninstall/re-install continued forward. The uninstall and re-install appeared to work so I am questioning why such a screen flash
    message would have appeared. So, How can I test my user account to be sure I currently have Administrator privileges without having to go through the complicated steps you have outlined. Shouldn't we check it first to see if the user account I already have
    listed as administrator is valid and working?

    We suggest that you enable the hidden administrator in Windows Recovery Environment (WinRe). Kindly download the ISO file provided on this

    link
    and create a bootable media.

    Once you're done creating an installation media, follow the steps below to access WinRe.

    • Insert the installation media.
    • Reboot your computer.
    • Press any key to proceed when prompted.
    • On the Install Now window, click Repair your computer.
    • Choose Troubleshoot.
    • Select Advanced Options.
    • Click Command Prompt.
    • On the Command Prompt, type this command:

      Net user administrator /active:yes
    • Close the Command Prompt.
    Once you're done with the steps, reboot your computer and log in using the hidden administrator that you have enabled. Create a new user account or set your main account as Administrator, then delete the hidden administrator.
