Windows 10: What is the difference between Windows 10 HAV-00059 and FQC-08789 ?

Still have not been able to get a definitive answer. Technet says that FQC-08789 is "old and limited", "Do Not Buy" with no details.

Another site says FQC-08789 is a volume license for small and medium government.

There are various product numbers everywhere. What is the current, correct product number for Windows 10 Pro, Full version, Retail?
