Windows 10: What is the main issue after windows 11 Quality Update to 2025-02 Cumulative Update...

Hi All, after some windows update today, I restarted by PC/laptop. Thereafter, there was something running where is says:"Phoenix Sc Flash for Shell U4.44.0.0. KB4457426 Cumulative security update for Internet Explorer - Sept. 11

Windows 10 does not have such a thing as a 'Monthly Quality Rollup', but Windows 7 and 8.1 do, it's their equivalent of the Cumulative Update. This patch must be intended for W7/8.1, Windows 10 does not need (and probably will refuse to install) this update because these fixes should have been in the Cumulative update we've just had.

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)
