Windows 10: What is this app to manage window placement?

I deactivated it before but totally forgot how I did it. What I do remember it's not a default windows tool but an aftermarket install. When I move a window, two screens show up designating which monitor I want to move the window to. Like this. I wan to turn it off.

Fitbit app not updating wrist placement

I am wondering if you have any different suggestions. I have a fitbit charge 2. I run fitbit on my android phone and on my windows 10 computer. On the windows 10 app if I attempt to change the wrist placement it will default back to the same wrist position
I had it before. That is the only thing that does not update. All the other setting and data will update as expected. I however can update it by logging into the fitbit web application change it in the setting there. Then I go back to the app and resync
and it will change. I do not have this trouble with my phone app. I have cleared cookies, I have uninstalled and reinstalled the app. Any suggestions?

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
