Windows 10: What is this weird thing that pops up (I think it means "No internet connection")

Hi guys,

this weird symbol takes up half my screen and doesn't f*** off even if I mouseover it and press the OK button which appears. I don't know what it is. It implies no internet, but the internet is on. Proof in screenshot made while writing this post. Stupid thing is not going. "ctrl+shift+I" to inspect element does nothing and right-click doesn't even work on it. It even appears on my desktop if I minimize or close chrome browser completely. Closing and opening browser didn't help. This has happened 5-6 times in the last 3-4 months. Never before. Googled / reverse-image-searched this icon, but there is literally nothing about it online. I don't visit "strange" websites. Not sure what it is, and why it doesn't go away. If you know what it is, please advise. Thanks. (I was able to add flair using the tab key, I couldn't actually see what I was doing!)

  Click "Search" and type "Troubleshooting" without quotes and hit enter.

  Select "Internet Explorer connection"

HTC 7 Mozart mobile not connecting to internet

Hello,

If you cannot connect to Wi-Fi or use the Mobile Data on your HTC 7 Mozart device, we suggest that you follow the steps given on
Lumia troubleshooting and repair. After each step, check to see if your issue has been fixed.

• For issues connecting to Wi-Fi networks, select Connectivity > My phone has problems connecting to Wi-Fi networks, then follow the suggested steps provided.

• And for issues connecting to the internet using a mobile data connection, select
