Windows 10: what is this

So i have a problem but everytime i search up on youtube for fix it comes up with nothing related to it i think it's called micro stutter but when i use pc everything is stuttering slow like it's in slow motion and everything like the display is stuttering so much and this even happens when pc is booting up and everytime i search up solution it comes up with dumb video nothing related to and there are no fixes i can find to this problem I even reset the windows And the problem still occur windows fix you stupid Pc
