Windows 10: What should I do? A black screen keeps flashing/blinking.

When I open my laptop and log in to an any account, a black screen keeps flashing every second and then there is no taskbar showing up. Its been 2 days and I don't what to do.

Blinking and Flashing

By the time I got your email the blinking/flashing had stopped. But then, a few days later there was another update performed and the blinking/flashing started again .I tried the methods you listed above but to no avail. The blinking/flashing continues.
The worst part is the drop-down menus on my page disappear before I can use them. Should I just go back to Windows 8?

I run Windows 10 and have a black screen with a blinking cursor in the upper left corner. I can hit Control, Alt, Delete, and it reboots momentarily, show the Dell logo and F2 Setup anf F12 Boot Options in the lower right corner. Regardless of what key
I hit, it goes right back to the Black screen w/ cursor. I can't seem to do anything. Any suggestions?
