Windows 10: What should I fill in the Manual proxy setup address?

Actually I need to reach a website but the website can't be reached and it suggested me to checking the proxy and the firewall. How should I do so I can reach the site? Thank u.

Cannot change the manual proxy setting in Windows 10

Actually I don't know when there appears on that field.

Use the proxy server except for addresses that start with the following entries.

If I delete this info then it will be get back, also switching off cannot take effect.

I just want to find a way to switch off this manual proxy setup function.
