Windows 10: What to do when computer is black screen after login, and also when settings app won't open?

Recently one of the accounts on my PC experienced an issue when one of the accounts had a black screen after login for a few minutes, and then the taskbar disappeared. I tried a few things, including updating the computer, restarting it, et cetera, and as a last resort, I deleted that account and created a whole new one with the same files. This caused two new issues, as the settings app doesn't do anything when I click it. I've tried many command prompt and Powershell commands, all to no avail. Can anyone help?

Hardware and software conflict is one of the possible reasons why you're experiencing black screen. Sometimes, it is also because of hardware failure. To get this issue fixed, we suggest that you
boot into Safe Mode by following these steps:

• Turn off your computer 3 times while booting. Windows should automatically boot to the Recovery Environment after 3 unsuccessful attempts in a row.
  
• Once you are within the Recovery Environment, select Troubleshoot, and then
  Advanced options, then Startup Settings, and
  Restart. When it restarts, you should see a number of options. Press 5 or F5 for
  Safe Mode with Networking.

Once your computer is in Safe Mode, please follow the workaround provided on this
link. Simply select the similar case that you're experiencing to show the troubleshooting steps.

Black screen after login in

You can try the following steps to fix black screen after login in caused by KB5022360:

1. Boot into Safe Mode
   
2. Uninstall the problematic update (KB5022360)
   
3. Restart your computer normally
   
4. Check if the black screen issue has been resolved.
   

If the issue still persists, try the following:

1. Run System File Checker (SFC) to repair any corrupted system files
   
2. Perform a system restore to a previous point before the update was installed.

Step 1: Run Windows app troubleshooter.

Step 2: Run shell commands for Windows store and check if it helps.

Follow the below steps:

• 
  Press Windows key + X and select
  Command prompt(Admin) to open elevated Command prompt.
  
• 
  Type the following commands.
  
  
  
  powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
  
• 
  Hit enter, the blackscreen will appear still for a couple of seconds. After a couple of second a new line saying C:\.... will appear.
  
• 
  Close Command Prompt.
  
• 
  Try to start the Windows Store again.
