Windows 10: what would cause a computer to crash when an .exe is launched?

it keeps giving me random blue screen errors each time it crashes when a .exe is downloaded,bootrec was enough of a sledgehammer to the side to get it stable, though didn't resolve the issue. it also isn't allowing me to use the recovery option to install the system & recovery tools on a USB drive without crashing, when I try to update the whole system it doen't make much progress or crashes. it rarely crashes on the lock screen, also the system isn't being detected in the system image recovery option. the system is also not allowing me to reset. the computer uses the arm64 cpu architectur

W1zzard is asking you to test so that he can suggest next steps and be able to troubleshoot the issue you have.
If another version works, it would be one set of steps.
If several other versions also fail/crash, then it would be another.
