Windows 10: What would cause apps to stop for being "out of memory" when memory shows 60% use?

I have 16gb of memory. I ran memtest overnight (and I sleep in ) and had no issues. This has happened multiple times. What could possibly cause this? And why would it show 60% free?

App Manager : Memory Full Problem

My problem is not memory in general my problem is with app manager so u can open app manager and manage permission setting of java app or even show details of any app in app manager with no problem ? Cause i managed to reproduce the same problem after like
60 or so apps in both 5800 XM and N97



i am precisely talking about settings->Applications mgr.->Installed apps. which shows about 100 entries when connected in mass storage ( some programs has more than one entry like dictionary plugin and installer and stuff ) and that without listing java
apps that are installed on mass memory ( they dont get listed in when connecting ur pc in mass storgae _ and whenver i click options or any thing i get that error "App manager : memory full close some applications and try again



if some one know where the list is loaded from on C such info would be appreciated
