Windows 10: What would make my pc not start on cold boot but stays on fine and restarts fine?

My computer has trouble booting from cold being completely off. it'll cold boot fine maybe 2 times out of 10. It can be on 24/7 with no problem. It'll restart and go into sleep mode fine. When I do cold boot it'll show BIOS splash screen, I can get into BIOS fine also, but after that it'll go into a black screen and the peripherals turn off. I do a hard turn off by holding the power button down. I do this two more times until it goes into the windows recovery at which point I do start up repair and it restarts and goes into windows normal. I'm assuming it does a system restore because certain

Win10 cold boots fine but restart gets "inaccessible boot device"

I have a Win10 system that is showing an odd symptom: it cold boots (i.e., from a power up) fine, but any restart (whether manually requested or as part of a Windows Update) fails with "Inaccessible boot device". None of the reports I see here seem to
match that, and the fixes don't seem to apply. Any ideas or things I can look at?

 

BSOD on Restart, Boots fine from cold power up

If I am in Windows 10 and choose "Restart" or the OS reboots from a software install/update, I get a BSOD after post.

The screen reads:
Recovery
Your PC/Device needs to be repaired
The operating system couldn't be loaded because the kernel is missing or contains errors.
File: /windows/system32/ntoskrnl.exe
Error code: 0xc0000221

If I power the system down or do a shut down, from a cold power off, it boots fine every time. Only a warm restart causes this error.

 

Pc seems to boot fine, but no signal to screen {help}

Hi I just built a new pc with these specs:

• AMD Athlon X2 340 3.2G FM2
• 1 TB caviar blue 7200rpm hdd
• MSI A78M-E35 Mobo
• 2 4Gb G.SKILL Ripjaws X DDR3
• ASUS 24X DVD Burner
• NZXT source 210 case
• 2 extra cool master sickle flow case fans
• corsair cx 430watt psu

For some reason the pc boots fine, all the fans are working including the cpu and and the dvd drive but nothing shows on my monitor. I have checked all my wiring countless times to make sure everything is put correctly. I have tried swapping out the memory, with and without the hdd plugged in. I have tried using the dvi, vga, and hdmi ports but still no dsiplay on monitor. The monitor works completely fine with my other pc. I really don't know what else t0 try.
Any suggestions?
