Windows 10: What's going on with my memory - 16GB system

I have a couple of tabs of chrome open and some apps, memory says 60% used of 16GB, try to open anything else and have memory error. Tried to launch a game with memory being used at 40% and error. Previously the game ran if memory was 70% used. Somehow I'm not able to fully use 100% memory or get over 60% I guess.

Task manager doesn't seem to show me everything that's using memory because when I add the 10 apps I am running. Each one is about 200MB. 10x200 should be 2GB of memory. Task Manager says 50% memory is being used. That's 8GB. My previous machine was a windows 7 and I used the exact apps and all it had was 8GB ram and didn't have issues like this. It's like a ghost is taking my memory or something weird that I can't understand.

System Reserved Memory issue

The reduction in available system memory depends on the configuration of the following:

• The devices that are installed in the computer and the memory that is reserved by those devices
• The ability of the motherboard to handle memory
• The system BIOS version and settings
• The version of Windows 10 that is installed
• Other system settings

As an initial troubleshooting step, I suggest that you check your system for memory problems.

Here's how:

• Type mdsched.exe in the search bar and select the best match.
• When prompted by the User Account Control, enter an admin user name and password, and click
  Yes.
• Follow the on-screen instructions to run it.

nokia lumia with at least 16gb internal memory and external memory slot

Can pl list out the models with at least 16gb internal memory & external memory slot. I am planning to chg fr my Nokia 820. Txs.
