What's the difference between % Prcocessor Time performance counter and % Processor Utility...

I noticed that they are always different, and % Processor Utility is the same as the taskmanager's Processes tab, % Prcocessor Time is the same as the taskmanager's Details tab.I try to press one cores using infinite loop code, and % Prcocessor Time shows expected result. My cpu has 8 cores 8 threads, % Prcocessor Time's result is 12% but % Processor Utility's result is 20%.So I want to know what the difference between these and why to get 20% when only press one core.

    :)

    Driver for "Performance Counters"

    Hi edokie

I am Dave, I will help you with this. the Performance Counters device is related to your Processor.

Go to the support page for your PC or Motherboard on the manufacturers website, then from there, download and install the version of Chipset drivers they recommend and while there, check for any BIOS update that may need to be installed

    Driver for "Performance Counters"

In Device Manager there are yellow triangles on "Performance Counters". It says there is no driver for these "Performance Counters". Microsoft Support said to delete these and then restart the computer, but that did not help. I cannot get anything to print from this computer because of the same problem. I have used Ashampoo driver updater but it does not give a driver for "Performance Counters". How do I get the proper drivers for "Performance Counters"?
