Windows 10: What's the fix to installing Halo Wars 2 from the Xbox App on windows 11?

I have been trying for two days to install Halo Wars 2 to my laptop. Due to an incident, I had to reinstall many of my games, but when trying to do it now I get a pop up. This info never shows on any other game that is going to this drive, it's only this one. When I click the install, it'll act like it's starting and then it says it's completed. But, it just tells me to install it again. Does anyone know what this is or if I changed a setting it didn't like?Thank you in advance!

If you didn't receive a code, it may be for one of the following reasons:

• You didn’t purchase or pre-order Halo Wars 2 on Xbox One or Windows 10.
• You live in a region where Halo Wars 2 isn't available, or your account is based in a region where the game is unavailable.
• You're not signed in with the account that was used to purchase Halo Wars 2 during the campaign dates.
