Windows 10: When booting my PC bios says that I have 18gb of duel ram. Once logged in system...

I recently installed two matching 8gb of ram. I noticed that my pc was still saying that it had 8gb and not the full 16. I opened system information and it said 8.06gb of ram. I re booted my system and opened bios and it showed 16gn on duel. I have tried switched the ram over and it hasn’t fixed it. I downloaded a CPU-Z and bot ram show up. Has anyone got advice on how to get them both working?

I am currently running a system with windows 7 and windows 8.1 duel boot. Will I be able to keep windows 7 and only upgrade windows 8.1 to windows 10 when it becomes available? Thus allowing me to continue with my duel boot system but having windows 7
and windows 10 instead of windows 7 and windows 8.1?
