When cpu usage settings changed from Control Panel, nothing changes. HELP!

The problem is when I reduce the CPU usage from Power Settings from Control Panel, nothing changes! When I run CPU-Z it still uses %100. When I check the settings to see if it didn’t change, it says %80 but does not effect anything like the pc doesn’t even care! It gets too heated that I can not play games without ALT-TAB and waiting until cpu gets cooler. IT WAS WORKING 2 DAYS AGO! My system is also fully updated. SONY VIAO is my pc. I tried so much things but still got no results.

    Please help.

  3. Cannot change the default apps by using control panel

Original Title: Cannot change default apps.

As said, I cannot change the default apps by using control panel > ... > Default Apps tab.

I cannot change any of the default programs. I use paint.net to edit/view photos and I cannot set it to the default program even though it is on the list, it does not change and i'm stuck with the default photo viewer. This happens with any other app actually,
I cannot change the default music player there, nor browser or anything.

I followed these steps as suggest by a microsoft engineer, post 2, and later on, no avail.

Can't change default apps in Windows 10

I refuse to use work arounds, I'd like a proper solution is possible, thank you.

    Control Panel vs. Settings?

I prefer control panel. I found it after digging around and sent a shortcut to start.

    Questions:

    1. I know MS is looking to get rid of control panel in favor of settings. However, is it possible to add control panel to the start right click list?

    2. Is there a way to change settings display so it lists the traditional icons?
