Windows 10: When I drag the window and scroll the text, there will be an afterimage and the problem...

When I scroll the webpage and drag the window on the computer, the text and pictures of webpage and window will appear afterimages. This is also the case in all mobile phones that have been connected to the computer through the USB data cable. I guess the mobile phone which connected to the computer and the computer may have been infected with an unknown virus. I tried to reinstall the system but the problem still exists. what is happening? What should I do to completely solve the problem? In addition, if the computer can be completely repaired, then how to completely avoid the risk o

Joan, to answer your questions:

No recent changes

I haven't tried other mice / pointing device.

No third party mouse application used / installed.

I have checked the mouse settings as suggested to no avail.

I have also deleted and reinstalled the mouse drivers without any joy.

Previously I only noticed a problem with Microsoft jigsaw app it occurred after loading and deleting the app several times without rebooting the PC. A reboot would fix it. But now I tried everything and it occurs in numerous windows especially the start
bar, If I scroll down the list of all apps the list just scrolls back to the top. It happens if I drag the scroll bar or use the mouse wheel.

The problem effects both vertical and horizontal scrolling.

 

Lose scroll bar when using over 100% text size in win 8.1

Hey, I know this uses to be a problem ages ago and got fixed back when I was on win 7 and used non-standardised DPI. The problem is back again since getting 1440p screen I need to use 125% larger text in the windows 8.1 settings which causes the scroll bars to disapare in the sensor tab.

With out that scroll bar I cant see the VRM temps and half the VDDC current in is cut off.
If I change back to 100% text size then the scroll bars come back but I cant rend anything because the tiny text.
