Windows 10: When I open an application, it disappears right after I see the splash screen

When I open an application, it disappears right after I see the splash screen, when I go back to open it again it says there is an opened instance of the same application. when I also check on task manager it shows that it is running. but I can't seem to get application appear on the screen. it's not on the task bar too. it just disappears right after the splash screen. what might be the problem and possible fix? Thank you.

What do you want this splash screen to do and when do you want it to appear?

Do you have any coding experience, and is this splash screen just a standalone or is it to appear before an application opens?

Tried your suggestion but it made no difference. MB Splash screen still didn't appear

 

I cannot open windows 10 store or any of the applications.

Splash screen only for store. Applications do not. Only the sign "This application can not open"

I have tried step one Appl. troubleshooter , step 2 Powershell and 3 different account but no luck, nothing will open.
