Windows 10: When I plug in a USB mouse or other device I get - Installation blocked by policy, check...

I have Win10 home on an HP laptop. One day I moved the laptop and went to re-install the usb wireless mouse and... no go!

I did some dinking around and I think I applied a security update (KB) and was able to get the mouse to work as long as I didn't unplug it or plug anything else in. Wife needed to move some audio files from a recorder and charge the recorder, that killed it again. Installation blocked by policy, check with your administrator. No domain, home use, single logon. What is up with this?

USB mouse is not working on Windows 10

Please answer these questions to get more clarity on this issue:

  Which MS Fix-it are you referring to?

  Is the issue specific to this USB mouse?
  

Unplug the mouse, restart the PC and then plug in the mouse to check if that helps. You may also plug in the mouse to another USB port to check if that helps. You may plug in any other USB device in to this PC to check if that device gets recognized.

If the USB mouse is not getting recognized after you plug it in then run the hardware troubleshooter. Once this is done, restart the computer to check if this helps.
