Windows 10: When i try to download something and it asks me if i want to let this app make changes to...

Around 2 years ago my dad installed an administrator account on my computer for himself, meaning that when i wanted to install something something along the lines of "do u want to allow this app to make changes to your computer" it would have a yes and no option and i would click yes and it would ask me for my dads code, now i dont have a yes option anymore i just have a no option. So i cant install anything, my dad also created his administrator account on microsoft google, he tried to remove his account multiple times and it still did not work.

Here's the steps to update EMUI 4.1.1 to 5.0 :

• Download the EMUI 5.0(desired version) .zip file, and unzip it.
• Place the .hwt file in the HWThemes folder from your phone.
• Using the Themes app, apply the new theme.
• Restart the phone, in order to see all the new changes.

And you’re done!

I know you say you're not that guy, but stepping into the $250+ range really brings a change in build quality that might have you never having to buy another set. Programs Missing From Control Panel List

I was able to get rid of XNVIEW by downloading it and using it's own uninstaller.
Have tried method suggested by Pyramid 10 with photoscape without success.
Can't figure out how to do what is asked.
