Windows 10: When I try to launch certain programs it fails to work

When I try to launch Defragment and Optimize drives, nothing happens. When I try to open my antivirus via the Windows Settings, nothing happens. When I attempt to run the "chkdsk" command in Command Prompt, it says:


Access Denied as you do not have sufficient privileges or

the disk may be locked by another process.
You have to invoke this utility running in elevated mode
and make sure the disk is unlocked.


Can anyone help or let me know whats going on?

Follow these steps to launch the On-screen keyboard:

  Press “Windows key + R” to get the run window.

  Type “osk” and hit enter to launch the On-screen keyboard and check if this helps.
  

Also suggest you to install any pending Windows updates on the pc to check if that helps.
Updates are additions to software that can help prevent or fix problems, improve how your computer works, or enhance your computing experience.

Further, you may also boot the computer in a clean boot state and check if the issue persists. When you start Microsoft Windows, typically there are several programs that start automatically and run in the background that may interfere with the system.
These programs may include antivirus and system utility programs. When you perform a clean startup procedure, you prevent these programs from starting automatically.

Screen Brightness Adjustment not Working with Windows 10

Hi,

I suggest you to look for the software
Quick Launch program in the Control Panel > Programs and Features.

If you find it, then follow the steps:

    Right-click and delete the existing Quick Launch program.
    
  • 
    Reboot.
    
  • 
    Install the newly downloaded package.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
