Windows 10: When I type Japanese in paint it comes out sideways? horizontal/vertical alignment wrong

Text in Japanese in Microsoft Paint is changing its orientation. I am typing Japanese using Microsoft IME, but even when I paste in characters in the correct orientation it flips them. The English still retains a proper orientation, but restarting the program, my computer, and resetting IME to default settings has all done nothing to correct the weird Japanese orientation. I can type the characters properly in any other program, and I have no idea what could cause this, any help would be greatly appreciated! There was another question without a proper answer. Horizontal and Vertical typing line

I don't know how to explain this, but very, very rarely the normal vertical line typing thing just changes into a horizontal line.

To explain this, just type something in your browser. Notice that before every letter typed there is a vertical line representing where the letter will be.

What very rarely happens is it changes into a horizontal line instead. It makes it so if you click on a letter, instead of a vertical line going either to the left or right of the letter, it instead selects the letter and makes it so if you type something,
you change the letter instead of typing one.

This is NOT dragging your cursor on text selecting it, it is a completely different way of typing that I don't know how to reset.

All of my printed sheets coming out of printer are coming horizontally. I want them to come out vertically.

It originally was coming vertical and one day IT decided to change to horizontal.
