Windows 10: When making a new user on Windows 11 the user seems to be missing icons and files in explorer

Attached is a screenshot describing what I describe in the question but when I create a new user the account loads without icons and explorer seems very bare. I've tried making the user admin and standard and both are the same. I've also tried making another user in case it was a one time thing but both users had the same issue. Thanks in advanced!

Cannot find Desktop Icon in File Explorer

Now that is interesting. If I do what you suggest, File Explorer Address bar changes to C:\Users\username\documents and the missing ICONS are there. But there is still not a "Desktop" folder.

Is this a step in the right direction?

It could be due to hidden attributes assigned to your profile folder. (Ref: User Profile Folder Missing Under C:Users)

From a Command Prompt window, run:

• attrib -s -h "%userprofile%"
  

Press Enter.

See if the folder appears in Explorer.

New User Account

I would also suggest you to create a new user account with administrative rights and check if the issue persists. Creating a new user account will not remove any data, app or settings from your current user account, this is just a troubleshooting step to eliminate the possibility of user profile corruption.
