Hard Disk cannot be opened

Well I understand your scenario where your computer cannot read the HDD, let's look at some ways to debug this issue:

Firstly

Check for Conflicting Drive Letters

Sometimes, Windows might have a drive letter conflict. To resolve this:

1. Open Disk Management (diskmgmt.msc).
   
2. Find the HDD, right-click on it, and select "Change Drive Letter and Paths."
   
3. Assign a new drive letter to the HDD.
   

The second option you can try is by setting the Disk Online in Disk Management

If the disk shows as offline in Disk Management, try setting it online:

1. Open Disk Management (diskmgmt.msc).
   
2. Right-click on the disk that is offline.
   
3. Select "Online."
   

The last method I recommend is by using command line

Use Diskpart to clean and format the disk. Be aware this will erase all data on the disk

1. Open Command Prompt as Administrator.
   
2. Type diskpart and press Enter.
   
3. Type list disk and press Enter to see all connected disks.
   
4. Identify your HDD from the list and note the disk number.
   
5. Type select disk <disk number> and press Enter.
   
6. Type clean and press Enter. This will remove all partitions.
   
7. Type create partition primary and press Enter.
   
8. Type format fs=ntfs quick and press Enter.
   
9. Type assign and press Enter to assign a drive letter.
   
10. Type exit to close Diskpart.
    

If none of these steps resolve the issue, it might be worth checking if there is any firmware update available for the HDD or contacting the HDD manufacturer's support for further assistance.

Disk Number changed and Can not format

I suggest you to follow the below steps and check if it helps.

• 
  Right click on the Start Menu.
  
• 
  Select Disk Management.
  
• 
  Right-click on the drive letter you want to change and click
  Change Drive Letter and Paths.
  
• 
  Click Change...
  
• 
  Use the drop down to the right of Assign the following drive letter: to select a new drive letter.
  
• 
  Click OK.
  

Try formatting the disk again.

Change the letter assigned to an external disk?

You can change that but for that you will have to format the disk so make sure to backup any data you have on that drive.

Connect the disk to your PC and follow these instructions.

Start Disk management by right click on windows start button or using "win+x" on keyboard and selecting "Disk Management"

1. In disk management you will see external disk under "DISK 0" and "CD ROM" at the bottom left corner.
2. Here, you will right click on the partition (blue line partiton)
3. Select "Change Drive letter and paths".
4. Select "Change"
5. Assign any Letter from the drop down list
6. Click ok.

ITS DONE!!!!

Disconnect and reconnect to check.
