When using the Japanese IME, what's the difference between Alt+Backquote and Shift+Caps lock?

I've been racking my brain around this one and ran multiple tests with it, and I can't figure it out.The only thing I changed in the IME settings as far as I remember was activating direct kana input because I'm using an English keyboard with Japanese characters on it.I ran multiple tests trying to figure out if there was any difference, both with direct kana input on and off, and couldn't notice anything: they both simply switch between Japanese and Latin characters. What am I missing? There must be some reason for there to be two different shortcuts, but I just can't figure it out!

    :)

  2. Turn back the Caps Lock function in Microsoft IME

Under Windows 10 I'm using Japanese keyboard with Microsoft IME. The Caps Lock function was as usual in US keyboard - Toggle the Caps Lock state. By some unknown reason today it was changed by itself and now switches Kana/Alpha. The Caps Lock status now toggled by Shift+Caps Lock.

How to return back the original behaviour and toggle Caps Lock without Shift key?

I have no any third-party keyboard mapping applications and don't want to use them. I want to make Windows working as it was previously.

When switching to US keyboard layout the Caps Lock functions as expected, no need to press Shift to toggle the state.

Editing key template in Advanced IME settings doesn't help. Here I can remove any IME function from the Caps Lock key, but it still require Shift key to toggle the state.

    IME Japanese input

So, set up Japanese as my second input. Each time I hit alt + shift, it will switch to Japanese. However the annoying issue I am dealing with is when it switches to Japanese mode, it is in alphanumeric not hirigana mode, which is extremely annoying because
if someone switches to Japanese mode, of course, they want to start typing in Japanese, not English, so to switch to hirigana I have to hit CTL + CAPS LOCK, which is annoying to have to do two keyboard shortcuts, why can't I have it default in hirigana mode
when I hit alt + shift, instead of alphanumeric?? Is there a way to make hirigana the default option when switching to Japanese IME? Let me know thanks.
