Whenever I open a program, it seems to close down right away

Everytime I open programs such as games on steam they seem to close down right away, this also seems to happen whenever I open Spotify.

I've noticed my apps are working perfectly fine, so is chrome, and so is my Discord. I don't know what happened, but since last night this has been occuring everytime I tried opening the programs, I've not reinstalled Windows, I've only tried several solutions. When I use Safe Mode, my problems seem to go away, and I can actually open Spotify, which confuses me a lot. I also noticed whenever I restart I have a few minutes of time I can use on spotify, but then after that it just closes down and crashes each time I open it again. I'd love for any advice on this, as I'm honestly just lost at this point.

    :)

  4. Whenever I open a program, it seems to close down right away

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
