Windows 10: Whenever i troubleshoot anything except windows update, it gives me an error that i need to...

Can someone help me out? Im trying to fix my bluetooth but cant trouble shoot it because of this error. it says It says This file does nto have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default apps settings page.

windows 10 update troubleshoot

I noticed the other day that the Windows Update Troubleshooter page on Microsoft's website seems to be giving the same version for Windows 7/8 as for Windows 10, and my suspicion is it gives the Win 7/8 version when Windows 10 is selected.

Does it make any difference if you use the version from following the steps here?:

Error 0x803C0103 when troubleshooting

My last update was 1703 haven't been able to get any other updates. I get error code 0x800704cf tried using troubleshooter got error code 0x803c0103 not sure what to do next
