Step one of your instructions resolved the backlite issue. One driver update was found, and BIOS was updated from v1.3.2 to v1.3.3. Upon reboot the keyboard functions as expected.

I understand your inconvenience. We will assist you with it.

I suggest you to uninstall keyboard drivers and install it in the compatibility mode.

Follow the below steps.

• Press “Windows + X” and select Device manger.
• Select Keyboard and expand the driver icon.
• Right click on the driver icon and click on
  install.

I would suggest you to install the latest available drivers on manufacturer's website in compatibility mode refer the below link.

Follow the steps below on how to install driver in compatibility mode:

1. Download the driver from the manufacturer’s website and save it on your local disk.

2. Right click on the setup file of the driver and select
“Properties”.

3. Select “Compatibility” Tab.

4. Place a check mark next to “Run this program in Compatibility mode” and select operating system from the drop down list.

5. Let the driver install and then check the functionality.

Backlit keyboard problem

Make sure the Keyboard backlit option is enabled in the BIOS. ... Click Keyboard Illumination. Note: If Keyboard Illumination is not an option, your computer does not have a backlit keyboard.

Depending on the model of your Dell computer and the features that are installed, it may or may not have a backlit keyboard.

The easiest way to determine whether your computer is equipped with a backlit keyboard is to look at the F10, F6, or right arrow key (located in the lower right-hand corner). If none of these keys have the illumination icon printed on it, your computer does
not have a backlit keyboard.
