Windows 10: Which is legit reseller of Win10 licence codes?

I'm going to upgrade from Windows XP to Windows 10, and finally I find I can't upgrade directly, but only through the product key. I searched and happened to find below sites:

I found this
online reseller (french website) of Microsoft software, that claims to be a certified Microsoft Partner.

He's selling very cheap licences for Windows 10 Pro, even volume
licences for 2 PC.

I'm very suspicious about that, though customers feedback is good... What do you think?

Do a search on "priceminister" to further evaluate the company. Priceminister is owned by Rakuten, the Japanese merchandising giant. Priceminister is well known

The dollar is high against the Euro right now so the price is around $50. What is not stated is the Windows license. This is probably not a System Builder license since a Microsoft Partner can only sell the boxed copies of those due to the System Builder
license which must be intact around the software box (removing the wrapper constitutes agreement to the terms of the SB license) and other requirements for installation for resale. The company may be licensed to sell this item only in specified regions, which
may not include North America. You need to enquire to the reseller for details.
