Windows 10: White flashing after log in?

Starting randomly today (nothing changed hardware or software) after entering my pin I now get flashing white screen and just my wallpaper, with no inputs registered by the mouse or keyboard except ctrl-alt-delete to reboot.

I can boot into safe mode, remove video drivers and it works fine for one boot, then goes through the same rigmarole subsequent boots. Weirdly I'm getting a Windows Installer is not available error too, possibly related?

Any clues would be grand, I hope it's not a hardware failure?

Cheap Photo box that will get the job done

WEll i took on this project for PP hes a hardware reviewer and wants to get the professional looking pics for the Pc parts

Materials:

• Big cardboard box

• a razor

• white material 3 yards

• cone lights

• stapler

• medical tape

• pvc pipe about 6 inches longer than your box

• white paint any cheap finger paint would work

the project I'm guessing will cost me $30 if it works out properly
I will post pictures and step by step as i do it

Run CMD


1. diskpart
2. list disk

Then in the 3º step, put the correct number of disk in the list for the usb flash (if it's listed in disk 3, then you'll have to write select disk 3).

2. select disk #
3. clean
4. create partition primary
5. select partition 1
6. active
7. format fs=fat32
8. assign
9. exit

with that commands you will format the flash drive in fat32, if you have a large drive you can select also "format fs=ntfs" in step 7.
