Windows 10: White lines following files in file explorer when scrolling down.

When scrolling down in File Explorer I have these white lines following me. It happens only in File Explorer and nowhere else and only in that bottom left corner.

Scrolling Issue with scrolling by lines in File Explorer and iTunes

Dear ladies and gents,

I just bought a new Thinkpad X1 Carbon 5th Gen with Windows 10 Pro. It is a really nice OS and scrolling all over the most programs works very well, except the Microsoft File Explorer and iTunes. I set the scrolling lines setting to scroll 15 lines at once,
what makes a pretty nice scrollspreed in the most programs like Chrome and even in the Windows menues, but when using the File Explorer or iTunes it keeps jumping for 15 lines, what makes it really difficult to keep an eye on the correct line. Is there a way
to get the smooth scrolling/scrolling by pixel to these programs? or at least, is it possible to set different scrolling line setting per application?
