Windows 10: White screen on startup

When I power on my computer, there is just a white screen with a cursor. I can't access the task manager or do anything from it. I tried running sfc /scannow and a few other commands, I tried startup repair, uninstalling the latest quality update and restoring to an update restore point but nothing has helped. I have also browsed the web for other solutions. It works with safe mode but I've tried updating driver using task manager and nothing works, as soon as I boot it up normally it just shows the windows logo and the circle loading, then a white screen which I can move my cursor around.

• Have you made any recent changes to your computer prior to the issue?
• Have you tried removing any external plugged in devices (except mouse, keyboard, and internet connection) before rebooting? If you still haven't, you may give that a try and check if issue persist.
• What other troubleshooting steps have you tried so far?

I'm not sure how to do that. Could you list the steps for a noob?

This issue could also be related to
damaged screen. We suggest that you contact your manufacturer to have your computer checked for hardware issues.
