Windows 10: Whole bottom bar frozen and window commands not working

My desktop has the bottom bar frozen. I can't hit the start button or type in the search bar. The cursor is just spinning when I get to the bottom. I can still open files on my desktop though, but cannot connect to the internet which is effecting the wifi. I can get to task manger and tried to restart, but it didn't work. Any of the other windows plus letter keys do not work. Any help would be wonderful. Thanks!

Favorite & Command Bar not showng even though they are ticked

The Internet Explorer 11 provides a user interface which helps users to focus on the content of the page rather than the browser itself, hence hiding the Favorites Bar, Command Bar, Menu Bar, and Status Bar. To turn the toolbars back on, we suggest that
you follow these steps:

• In IE11, press ALT + V to show the
  View menu.
• Press T on your keyboard to enter the Toolbars
  menu, and then press:
  • C key to turn on the Command Bar
  • F key to turn on the Favorites Bar
  • S key to turn on the Status Bar
