Why am I denied admin privileges on a Windows 11 account that has all settings set to...

I have a friend with a Windows 11 laptop, and I was trying to remove unnecessary files from the program files folder, but was unable to because it required admin rights. So begins the rabbit hole of trying to determine why the only account on the computer didn't have admin rights. I have checked and rechecked every setting I can find that relates to Admin privileges and everything I can see has the account as an administrator. But anytime I try to complete a task that requires admin permission, I'm denied access. I have even tried to unlock the hidden admin account via CMD but was given the me

    User password for privilege settings

In Windows 11, you can set up a password for a non-admin user account and allow them to make changes that require administrator privileges, without giving them access to the main admin account. This is typically referred to as "elevated privileges" or "admin approval mode."

Here's how you can set this up:

    1. Log in to the computer with an administrator account.
    2. Click on the Start button, and then click on Settings.
    3. In the Settings app, click on Accounts.
    4. In the Accounts settings, click on Family & other users.
    5. Select the non-admin user account that you want to set up a password for, and then click on Change account type.
    6. Under Account type, select Standard user, and then click on OK.
    7. Click on the non-admin user account that you just changed, and then click on Change sign-in options.
    8. Click on the Create a password button, and then enter and confirm a password for the non-admin user account.
Once you have done this, the non-admin user will need to enter the password that you have just set up, in order to perform actions that require elevated privileges. Additionally, you can setup UAC (User Account Control) to prompt for an admin PIN or password when the user tries to perform a task that requires administrator rights, this can prevent the non-admin user from accessing the administrator account.

Please note that this feature only prevents the non-admin user from logging in as the administrator, it won't prevent them from installing software or make changes that require administrator rights. To do that you need to use other features like group policy, or setting up software restriction policies.

Settings can't be opened using the built-in administrator account

    Hello,
Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
    Cheers
