Windows 10: Why am I limited to a size in a partition?

I wish to make a partition for games itself.

This partition will be around 25 GB.

I have already created 2 partitions, one is 18 GB and the other one is 2 GB. These are for pictures and documents respectively.

I want to make that partition for games and install 'Steam' there, so that, that partition is the one where steam will install the games.

Being specific, I only want to download CS:GO which is around 16 GB but since steam is in the same partition, I am thinking of making it 25 GB.

When I proceeded to partition my drive, I was told that I can make a partition only 3254 MB large and not beyond that.

Why? If 830 GB is free on my C drive the one which I am shrinking, why am I limited to only 3 GB?

Please tell me the reason behind this.

Any suggestions for this situation are appreciated.

Why is there a limit of items that can be pinned to the start menu?

In previous builds there was a higher limit or no limit. If the item listed was off-screen, you just scrolled whether or not the start menu was full size or not. In build 10130 there is a limit, not only that if you have a lower screen resolution there is even a lower limit. Kind of waste to have a start screen (Not app list) if you are going to limit on how much can be put on it. Might as well use the taskbar or desktop shortcuts.
