Windows 10: Why Am I Not Getting Windows 11 23H2? Can I Install It Manually?

Hello,My desktop computer Dell XPS 8940 that I've had since January 2022 still uses Windows 11 22H2 and after 3 and a half months, it is not getting the 23H2 Update from Windows Update, even though I enabled "Get the latest updates as soon as they're available". Is there a safeguard that is preventing my computer from getting the 23H2 Update? If so, how can I check what the safeguard is? And is it a good idea to manually install the 23H2 Update?

The build number 22631.2506 implies the device has been upgraded to 23H2 already.
