Windows 10: Why am I not receiving the verification code for my Microsoft Account?

I recently built a new custom desktop computer to replace my old one.I kept my hard drives, but replaced nearly everything else including motherboard, RAM, CPU, GPU, and PSU. After getting everything installed, Windows is now making me verify my Microsoft Account to use any of my Microsoft apps, but I'm not receiving a code in my email. - Yes, I have checked junk folders. - Yes, I added the verification email domain as a "safe sender" in my Outlook. - Yes, I even tried changing the verification email address from my Outlook to my Gmail account. I'm not sure what else to do here. I've never had
