Currently, I have Xbox One Kinect disconnected from the PC.

Yet background Kinect services continue to impact the performance of my PC, especially KinectService.exe, which repeatedly pops up every 5 seconds and closes:

To answer your query, Kinect for Windows is only programmed to work on Windows computers. Xbox consoles like Xbox One and Xbox 360 can use Xbox Kinect specifically programmed for each of them.
