Windows 10: Why are desktop icons being reset while my second monitor is plugged in and explorer restarts?

LINK TO VIDEOSummary of what is happening: Whenever windows explorer is restarted in any way like restarting the computer or manually closing explorer, if there are any icons on the very right of the screen, all icons are reset to their previous locations. The bug is only fixed by unplugging both secondary monitors. My main monitor is using displayport while my secondary monitors use HDMI.Additionally, when i change the second monitor's location for instance, to above my main monitor as a test, the bug still only happens on the right of the screen.Yesterday I managed to fix it by changing

what icons are you referring to?
In the Windows Explorer list or desktop?

 

HELP 5870 Issues:CCC resets settings on restart, Partial desktop, Lock in 2D clocks!

I didn't understand! Are suggesting this as a prelude to re-installing the CCC again?
If yes, it's the case of fresh windows installation which I already did..
If no, removing CCC will result in the desktop switching to a horrible low rez (800x600) and there'll be no black border and no partial desktop!!
I did try removing only the monitors' drivers, as I said in my first post (Step 3), but I guess It wasn't clear..Sorry! English is not my first language, you know!

 

Edge/Explorer freezes up windows when I plug in second monitor

I ended up resetting my entire computer and the problem is still here. I did figure out it only happens when I go into extend mode with the second monitor. ie. I can have the monitor plugged in in duplicate mode and it works fine. Windows explorer only freezes up the start menu when I switch to extend,
