Windows 10: Why are family member accounts not showing at login screen?

I was having issues with a driver on my Dell G3 15 3500 laptop and decided to reset the PC removed all applications and data. After reset, I am the only account who can log into the laptop. My family has been added via "Accounts>Family and other users" and I see the accounts if I click on my name from the Start Button. Their names still do not appear on the login screen. I removed a family member and re-added to the family and that did not work. If I create a local account, it appears on the login screen. I am a bit lost on why no one else from the family is able to login. I added

No I'm sorry, I don't see the name of the family member that has been added when I go to "switch user" or when I follow, settings/accounts/ family. Microsoft have confirmed that I do have a family member but the member cannot be found.

 

Family members user accounts


For some reason the native photos app has got broken on my wife and sons user accounts (both standard accounts). I cannot fix it. On my own administrator account it works fine. There was a recent photos app update which I think is what screwed it up! Anyway I tested creating a test user account and the photos app works fine if a new account gets created. So I was thinking of deleting both their MS user accounts on my PC and creating them again.

But do I need to remove them as family members also via my outlook website login family tab before I recreate their user accounts again, they are both listed as family members on there and are associated with the PC name. Or can I just delete their user accounts and re-add them as family members on my PC without these shenanigans. It would save time as when you create a family member normally you have to then get them to login to their email and accept etc.

Thank you Shawn 'Cmdr' Keene [MVP] for your assistance but I'm afraid I'm no further! I'll explain. When I go Settings/Accounts/ Manage my Accounts, the family member clearly shows up! So far so good! But when I try to switch user to login family
member with say, Ctrl+Alt+Del, then I just get back to my login again. In other words I still can't login the family member.
