Windows 10: Why are hardware requirements being phased in DURING the lifecycle of a single OS version?

Microsoft keeps raising the bar for what hardware is acceptable for windows 11. We needed TPM. Secure boot. WDDM dx12 graphics. Check, check, and check. Now, 2 years AFTER the release of Windows 11, all of a sudden my processor isn't quite up to snuff? Kaby lake @ 3.5ghz w 32GB DDR4 @ 2400. Nope, sorry, consumer, but hey! Just buy a new computer. Gosh! If you're not planning for what your next computer will be from the moment you set up the previous one, you're not doing upwards death-spiral capitalism right! My question is: if this is not hard evidence for the most fevered of planned-obsolesc

I'm going to attempt to have a step by step guide on how to use these programs efficiently.

 

UT2007 hardware requirements according to PC Games Hardware:

• minimum: 2.8GHz Pentium 4 or equivalent, 512mb RAM, NVIDIA GeForce 6 series.
• For max settings: 3-4GHz Pentium 4 or equivalent, 1Gb Ram, Nvidia 6800GT/ultra or 7800GT/GTX SLI

Unreal Tournament 2007 will also have enhanced textures for the 64 bit version of the game. These requirements are not official, but beta testers from PC Games Hardware and Extreme-Players concur that you can expect requirements pretty close to this.
