Windows 10: Why are my internet browsers not opening after the latest update on Windows 11?

After the latest update on my laptop, I cannot seem to open any browsers however I could access my files that are saved on my laptop but not the browsers

Upgraded to Windows 11, browsers won't open, but internet is fine

Updated my dad's HP Pavilion Desktop 590-p0xxx from Windows 10 to Windows 11 on 12/18/22. Since then it shows that I have internet access, and I can connect to apps that use the internet like the Microsoft Store, Zoom, and Amazon, but I can't open a browser. I've tried to open Edge, Chrome, and Firefox both through the start menu and the desktop shortcuts, but all I get is the spinny mouse for ~5 seconds, then nothing. The computer doesn't seem to register that in trying to do something: there are no changes in the task manager processes or performance when I try to open any of the browsers. I've also tried to get a browser window open by using the search bar on the taskbar to see web results, but nothing happens.

I've checked for updates: other than the OS update installed on 12/18 and a Bluetooth driver updated on 12/19, there were two quality updates, three driver updates, and one other update that needed to be installed this morning. They were:

• 2022-12 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5020880)
  
• 2022-08 Security Update for Windows 11 22h2 for x64-based Systems (KB5012170)
  

• Intel - SoftwareComponent - 7.5.3.3
  
• Intel - Extension - 7.5.0.0
  
• Intel - System - 11.7.0.1003
  
• Windows Intelligence Update (2)
  

I installed both of those and rebooted the computer. There are now no updates that need to be installed and the six that did all say "successfully installed on 12/23/2022," but it's made no difference to the browser issue.

Any suggestions? If no, is there any good reason I shouldn't just uninstall the OS update and go back to Windows 10?

Windows Internet Explorer 9 Released

Microsoft released Internet Explorer 9, in its stable RTM form, nearly an year after it first released "Platform Previews", followed by Betas and Release Candidates. With its latest release, Microsoft's still popular web-browser underwent a major overhaul in terms of features and browser-engine. The new browser is backed by a faster Javascript engine, a faster rendering engine that makes use of GPU hardware acceleration for drawing, and redesigned user interface elements that make day to day web browsing experience snappier.

With Internet Explorer 9, Microsoft also took a bold step in not supporting Windows XP, which still holds a large chunk of the operating system market share, the new browser only supports Windows 7, Windows Vista, and Windows 2008/2008-R2 series operating systems. The user interface is far more minimalistic, uses simple icons, the status and menu bars are hidden by default, with tooltips doing the job of a status bar, and the browser continues to support a large number of ActiveX components. The browser also underwent a security overhaul. For 64-bit versions of Windows, the installer also packs a 64-bit version of the browser. Oracle already has a stable 64-bit Java ActiveX plugin, while Adobe Labs has a beta 64-bit Flash player for Windows, two big steps in porting the web-browser to x86-64.
