Small icons setting won't change

I suggest that you change or uncheck Use small taskbar buttons by following the steps below:

• Right-click the Taskbar.
• Select Properties.
• In the Taskbar tab make sure that Use small taskbar is
  uncheck.
  
  
  
  
• Click Apply and OK.

If the issue still persists, you can change the size of desktop icons.

• Right-click an empty space on the desktop.
• Select View and choose either Large, Medium or Small icons.
• Check if you can change the size of the taskbar button.

How to change taskbar small icon size

It's the same way it's been for over a decade: in your Start menu options you can choose for Small icons, or not (which would be large, obviously). It was the same in Windows 7, and 8, and 8.1, and stays the same in Windows 10. There's plenty of things
to complain about, but this didn't change so your complaint is pretty invalid.

Just right-click taskbar, choose settings, and turn off the small option so that it uses the larger size. And if that's still too small for your liking, you can use scale options to increase the size of the entire user interface such as making it all 25%
bigger, 50% bigger, as much as you want. To do that just right-click the wallpaper and choose display settings and drag the slider to the size you like. That also hasn't changed in a decade.

Taskbar Icons- Some are normal sized, some are so small as to appear like "dots"

Hello,

The only change that has been made is the Windows 10 update that was put out today (4/12/16).

With regards to taskbar icons size settings, setting the icons to "small" has them appear all the same size as they should, but unchecking that box (to use larger size) makes the icons as shown in my screenshot.

Also note that I am using an external monitor that does not have this issue with the icons. Only on the laptop display.
