Windows 10: Why are my vertical raw files being auto roated to landscape?

New Dell XPS and the windows 11 photo viewer auto rotates raw files and I cannot rotate them back to vertical. I have reinstalled photos, tried installing photo legacy, and a 3rd party app and they all do the same. How do I fix this?

Lately whenever I open a raw file (CR2) in Photos it flips it from portrait to landscape and I can't flip it back. It I try to use the rotate feature, it says this can't be applied to RAW files. I've reset the app, uninstalled it etc and nothing works.

Has anyone seen this?

The Frustrating part is it initially recognises the photo as Portrait but then applies a preset and rotates the file. (Landscape images do not rotate)

Current OS Windows 11 Version 21H2 (OS Build 22000.434)

I shoot RAW with Sony so my files are .ARW format and I have seen the exact same behavior. It's infuriating! I tried disabling linked duplicates in Photos and it didn't change anything. All vertical images are previewed in vertical view for about 1 second and then rotate to landscape, and I'm unable to rotate them back or change any setting to disable the behavior. As a photographer, I rely on this application to quickly scroll through and delete photos before importing them to Lightroom. Now I have to use Preview mode in Windows File Explorer because the Photos app is unusable right now.

One interesting thing I've noticed though - I used to shoot Canon and the CR2 files I have DO NOT rotate the same way the Sony ARW files do. I wonder if I enabled some CR2 driver somewhere and have since forgotten...

I'm using Windows11 21H2. I have the same problem with Microsoft Photos v2021.21120.8011.0 when open .CR2 or .CR3 raw file.

The app will display the JPG preview embedded in the raw file first in the correct orientation and then display the raw image as a landscape in ~1 second even if this is a portrait. This problem has always been there since windows10. I have the same problem on my other windows10 desktop.

I attached a CR3 raw photo which can be used to test.
