Windows 10: Why are so many users like me having file system error -2147219196 Microsoft photos

Why are so many users like me having problem with file system error -2147219196 Microsoft photos after installing updates-cant' view pictures or videos and other appl? I have tried all suggested fixes including reinstalled Windows 10.

Microsoft Photos File System Error -2147219196

After installing the Windows 10 Update 1909 update, my Photos app automatically shuts down with the file system error -2147219196 whenever I try to open an image file. Similar threads
suggested resetting or repairing the Photos app or re-installing the app entirely but none worked for me. I will be glad to get any help.

I am experiencing the same issue. Microsoft Photos worked yesterday, but is giving the same "File System Error (-2147219196)" on Windows 10 Pro on 1 PC, but is still working on another. I tried your Powershell procedure above, rebooted, and Microsoft Photos still crashes with the same error. Please escalate this issue to the MS Photos developer. I can open jpg files with other apps, so it is not a file system issue!
