Windows 10: Why are the photo descriptions on the lock screen appearing in different languages?

I have the windows spotlight feature enabled for my lock screen on both my PC and my Surface. Recently the text describing the background photo has been appearing in different languages. Yesterday on my Surface the text was in Swedish and this morning on my PC it was in Thai. Other text related to windows functionality was still in english - for example I was still prompted to "Sign in" in English. When I clicked on the text, the Bing pages I was taken to were also in Swedish and Thai respectively. I checked my language settings and my display language is "English Canada". I put my PC back t

To change the
lock screen photo, follow these steps:

• 
  Go to
  Settings.
  
• 
  Choose
  Personalization.
  
• 
  On the left side of the screen, click on
  Lock screen.
  
• 
  In the
  Background, change it to
  Picture.

different lock screen and sign in screen?

Step 2b is labeled as Change the Login Screen Image, but the steps show you how to change the Lock Screen image. Step 2a is irrelevant. It only tells you how to change the desktop background.

What I want to do:
Set Spotlight as the LOCK Screen Image(s) - Done
Set the Win 10 Hero Image as the SIGN IN Screen Image - This is the one that shows after you click on the lock screen and you are able to type your password. If I uncheck "Show Lock Screen Image on Sign In Screen", it shows a solid blue background behind my Password box and user image. This is what I want to change to the Hero Image....

 

How do you change language of the Lock Screen because it is showing on in a different language

I am experiencing the same issue (lock screen photo descriptions are in some SE Asian language). I tried your procedure without success. Since these photos and associated info are "pushed" from Microsoft, it seems clear to me the problem is at Microsoft, and so the "fix" will have to be from their end.
