Windows 10: Why can I not move stuff into my recycle bin?

So, I was trying to delete something so I could reinstall it later as I was having some problems. When I tried moving it into the recycle bin, it asked if I wanted to permanently delete it. It has been doing this for a few months, and I don't know what to do about it.

To prevent your files from being deleted from the Recycle Bin, we suggest increasing the maximum file size your Recycle Bin can keep by following the steps below:

• Right click on the Recycle Bin icon.
• Under the Settings for selected location, select Custom size.
• Fill up the box for your allotted maximum file size for your Recycle Bin.

Win10 Recycle Bin no longer lets me recycle stuff to it

Recycle Bin still the same after all that. It seems stuck on that one file. *Sad Nothing is working.

Should I do a system restore?? How do I even do that with Windows 10. ... Okay found it .. I have a restore point for Oct 17th.

Actually ... would Restore even fix it since it is a file that was deleted or quarantined and not a system setting in this case??

Actually that gives me an idea..
