Windows 10: Why can i only play certain xbox games on my pc

So one of my favourite games is quantum break. I pre ordered it on xbox years ago and had a great time but no longer have an xbox only a pc but when i go to my games in microsoft store it allows me to download some games i had on xbox on my pc, but why not other games like quantum break? It just gives the option "install on my devices" my pc not being an option.

There's a certain game I think making it a play anywhere game will boost player count by .__. a large amount. It's warframe :3

I myself really want to play this game on PC and its at a point the only possible way is Xbox play anywhere, anyway!
