Windows 10: Why can other tabs suddenly overlay over my taskbar?

Ever since I started my laptop this morning, my work tabs have been overlapping my taskbar and the only way to get it above is to press the windows button, but then the taskbar falls back to underneath. I do not have any overlay settings turned on to my knowledge.

Ok, I got a question. The options to hide the overlay are confusing. What are the steps to turn on the overlay in-game? Not interested in logging much at the moment. Is Alt-R part of turning it on/off?

I suggest you to follow the below steps and check if it helps.

• Right click on the Taskbar and check if the Lock the Taskbar
  is checked.
• If it is checked, uncheck it and drag the taskbar down
  and check the taskbar to lock the taskbar again.
• Check if the issue is resolved.
